Placeholder body copy. In 2016 a single dog needed more time and more care than any shelter in the county could offer. A handful of neighbors covered the surgery, shared the overnights, and kept a written record of everything that worked.
That record became a protocol. The protocol became a foster network. Today the foundation runs the same way it did that first winter — carefully, in public, and with more hands than headlines.
